The 30th Biennial Conference of All India Administrative Offices Employees’ Union (Gr- C &D) was held on 10-09-2009 and 11-09-2009 at the Recreation Club O/o the Chief PMG- Chennai and the following members were elected as Office-bearers for the years 2009-2011.

The list of office-bearers may kindly be got approved and intimated to all the PMsG /Principal, PTC-Madurai, SSPOs Chennai City South /Central/Divisions/Chief Postmaster-Chennai GPO for their information and to extend all trade union facilities and co-operation in the ensuing years.
The Biennial Report and Accounts duly adopted and approved in the Circle Conference is also enclosed for information and record.

Enc: Resolutions
The Circle Working Committee and the Circle Conference discussed various issues in detail and passed the following resolutions unanimously.
Resolution No.1
The Circle Conference unanimously expressed hearty condolence to all those who have lost their life in the cause of improvement of humanity in general, working class in particular, throughout the world, India and Tamilnadu and all the former members of our Union, who expired from the date of last Circle Conference.
Resolution No.2
This Conference unanimously demands the Department to take action to fill up all the vacant posts of Section Supervisors, PACO s and Multi-skilled Employees in Circle and Regional offices since the workload has increased manifold.
Resolution No.3
The Circle Conference urges upon the Department to take action for direct recruitment of staff for Postal Training Centers instead of bringing deputation from Postal / RMS Units since this causes inconvenience both to PTC and operative side. In PTC, calling for volunteers take long time resulting in vacancy, affecting the regular work. In operative side also work is affected for want of staff.
Resolution No.4
The Circle Conference unanimously urges upon the Department for recruitment of sufficient Electrical / Civil staff / Technical Postal Assistance as the present staff suffers a lot and many offices require maintenance work.
Resolution No.5
The Circle Conference unanimously urges upon the Chief Postmaster General to ensure that any work to be transferred from Circle Office to Regional Offices should be done only with the specific approval of the Chief PMG since more and more work is casually transferred to Regional Offices by the individual Sections without providing staff resulting in heavy work in Regional Offices.
Resolution No.6
The Circle Conference unanimously urges upon the Chief Postmaster General to ensure that introduction of new statements by the individual Sections of Circle Office (from Regional Offices to Circle Office) should be done only with the specific approval of at least the DPS (H.Q s) since more and more statements are prescribed casually resulting in heavy work in Regional Offices. Similarly, sufficient time should be given to R.O s for giving replies since collection of information from the Divisional Units is the Herculean task as heavy shortage of staff position is prevailing in the Divisions / HPO s. Further, internet facility is not provided to all Sections of Regional Offices to the extent required and hence giving reply from R.O s to C.O by E-mail is not an easy task. In these circumstances suitable guidelines are required to be given to all the Section Officers in C.O.
Resolution No.7
The Circle Conference of All India Postal Administrative Offices Employees Union Group C & D held at Chennai on 10.09.09 unanimously urges upon the Federation and All India Union to take effective action to get exclusive staff for RPLI / Business Development / System Managers as no separate Posts have been sanctioned for these newly growing work taxing the exiting C.O / R.O staff.

Vanakam! During re verification of membership process Electrical staff in Circle Office has given their membership applications in favour our Union. But the Administration has not allowed being members of our Union on the pretext that they belong to distinct category as per the Dte. Letter No.13-1/93 dated 10-08-1994.
This Circle Union has substantiated with reasons in the letter dated 18-09-2009 (copy enclosed) but the administration struck to its stand. The Administration has not replied to the points raised in our letter categorically.
The decision of the Directorate appears to be not in order and can not use different yard stick to decide issues of similar cases.
Comrade, you may be aware that the Supervisory Association is permitted to enroll employees as their members irrespective of their category in Postal RMS, Administration, Accounts, etc., on the pretext that the bye-laws of their Association allows them to be members. The same principle and practice should be adapted to our Union also as our bye-laws allows Electrical staff working in C.O/R.O/Administrative offices to be members of AIPAOEU (Gr.C&D). It may also be mentioned here that the Electrical staff are allowed membership in Postal / RMS/Accounts etc.
I would request Com. General Secretary to take up the issue with Directorate on priority basis as the fundamental rights of Electrical staff in CO/RO/Admn. Offices are denied.
I look forward an early action is taken to ensure augmentation of membership, in the month of April 2010.

It has been intimated that the Electrical staff of CO/RO would not be eligible to become members of AIPAOEU (Gr.C&D) as they belong to distinct category of Civil Wing.
This Union wishes to submit that the pay and allowances of the Electrical staff are drawn from CO/RO/Divisions and not from the Civil Wing. They were initially appointed as Casual Mazdoors. They were conferred with TS Group-D and then as Regular Group-D (Workmen). After they come out successful in the examination and training they were assigned the work of electrical maintenance. The Seniority List of Electrical Maintenance Staff was also issued by the Competent Authority of Circle Office, neither by the Electrical/Civil Wing nor by their competent authorities.
As being the case, if the Circle Administration is provided with any Rulings that the Electrical staff appointed in accordance with the orders supra, are distinct categories, a copy of the Rulings may kindly be supplied to this Union for pursuing the matter further.
Hence, it is reiterated that the Electrical Maintenance staff in C ORO are eligible to become members of this Union and requests the Chief PMG kindly to issue suitable instructions to maintain status quo ante of the membership of the Electrical staff in Circle Office.
An early order is earnestly requested.

Sub: - Holding of the next ALL INDIA CONFERENCE in Tamilnadu Circle-reg.
I am enclosing a copy of the Resolution passed in the Central Working Committee Meeting held on 13-11-2009 for your perusal and further necessary action by the CHQ.
Tamilnadu Circle is very happy to host the next AIC at Kanyakumari form 09th February 2010 to 11th February 2010, after a long period of 20 years. The venue of the Conference has been fixed and the AIC will be held at Vivekananda Kendra at Vivekanandapuram, Kanyakumari,Tamilnadu.
We look forward for further guidance from the CHQ.

RESOLUTION No.1
The Circle Working Committee of the AIPAOEU (Gr.C&D) Tamilnadu Circle Branch held on 13-11-2009 has unanimously resolved to hold the next All India AIPAOEU (Gr.C&D) Conference at Kanyakumari, Tamilnadu from 09th February-2010 to 11the February-2010. It is privilege offered to Tamilnadu Circle a long gap of about 20 years. It is further resolved exert the cooperation from all the members of our Union, Regional Branches, sister Unions and well wishers to host the Conference in grand and fitting manner.

ELECT-ACP//2K9 30-11-2009
Sub: - Abnormal delay in issue of ACP orders to Electrical staff of C.O/R.O –reg.
It has been replied in the Bi-monthly Meeting held on 01-10-2009 that granting of ACP staff has been referred to the Directorate in respect of the Electrical staff working in CO /RO. They are neither given the benefits under the scheme of TBOP/BCR nor ACP.
The Modified orders on ACP to all staff of C.O/R.O will be issued in a short spell of time. But, it is disheartening to note the Electrical staff of C.O/R.O are yet to get their benefits ACP introduced in the year 1999 for all Central Govt. staff pending for a long period at the behest of seeking clarifications from the Dte.
This Circle Union requests the General Secretary to kindly take up the issue with the Directorate to ensure that the Electrical staff may get their ACP and MACPS benefits without any further delay.
