During the deliberation on the issue of regularization of Technical Postal Assistants in the Bi-monthly Meeting held on 01-10-2009, it was replied that the matter would be referred to the Directorate for revival. While considering our request, the post may kindly be regularized taking into cognizance of the Circle seniority among the Technical PA s.

Sub: - Abnormal delay in issue of ACP orders to Electrical staff of C.O/R.O –reg

It has been replied in the Bi-monthly Meeting held on 01-10-2009 that the matter has been referred to the Directorate.
The Modified orders on ACP to all staff of C.O/R.O will be issued in short spell of time; but, it is disheartening to note the Electrical staff of C.O/R.O are yet to get their benefits pending for a long period at the behest of seeking clarifications from the Directorate.
This Union requests the Chief PMG to kindly issue orders so that the Electrical staff may get their ACP benefits without any further delay.

Sub: - Request to issue of Circle Gradation List of CO/RO staff-reg.
The Circle Gradation List of CO/ RO was last issued during July 2004. There have been significant changes consequent on implementation of 6th CPC and a number CO/RO staff gone on VR, retired, expired, resigned, inter-circle transfers, new appointments in seniority, pay scales, etc.
This Circle Union, therefore, requests the Chief PMG kindly to issue suitable instructions and ensure that CGL of CO/RO staff is issued in time.

Sub: - Request for Data entry of PLI proposal by DO s PLI –reg.

It has been brought to notice of this Union that PLI Proposals submitted for Data entry for issue of Policy Documents (PD s) and Acceptance Letters (AL s) are badly delayed due to receipts of more than 800 proposals every day. Because of this delay the Development Officers –PLI who procure bulk business from major units are not in position to send the AL s in time for effecting pay recovery, etc.
It is learnt that the Department is contemplating to out-source data entry of PLI Proposals. In this connection, this Union wishes to suggest that that a separate mode may be provide to DO s-PLI with a password to enter the Data of the PLI proposals after proper scrutiny by the Section Supervisors. Such a facility with limited accessibility along with an exclusive DEO for DO s-PLI certainly reduces the burden of out sourcing and as well as to avoid delay in issue of AL s and PD s.
This Union requests the Chief PMG to kindly consider it favourably taking into cognizance that PLI proposals receipts will be very heavy in the ensuring months when the PLI procurements will reach its zenith.

Sub: - Request for Centralizing DOs-PLI Headquarters at Circle Office-reg.

The Development Officers-PLI are headquartered at Divisions with clear demarcation of jurisdiction for procurement PLI Business. Now all the DOs-PLI are permitted to procure PLI business in the entire area of Tamilnadu Circle through out the year.
It has been brought to notice of this Union that much difficulty is experienced in Divisions by the DO s-PLI while they visit only to receive their salaries and other payments. Now-a- day, the salaries are also credited into their Bank Accounts.
As such the Headquarters of the DO s-PLI may kindly be centralized at Circle Office for the following reasons:
The performances of the DOs-PLI are reviewed, monitored and scrutinized by the DDM (PLI) every month and they have to receive orders/ directions from the Circle Administration only.
Their business activities are centered only at PLI Branch in C.O. and not in Divisions. After-sale-service, verification of claims, ensuring proper credit-postings of PSU s, etc. the presence of a DO–PLI in Circle Office is more vital than in a Division.
The movement s of the DO s-PLI could be best watched by verification of their Monthly Diaries, only by the DDM (PLI).
The Circle Administration has also accepted this proposal in the DO's-PLI meeting held on 05-07-2006.
This Union therefore requests the Chief PMG to kindly restore the HQs of the DOs-PLI at Circle Office to maintain a good liaison and for better after-sale-service to the PLI clientele.

Sub: - Request for reimbursement of Cell-phone recharge coupons –reg
.
Tamilnadu Circle achieves the huge PLI targets fixed by the Directorate by the involvement and extensive marketing strategy of the Development Officers-PLI. Close liaison with their clients and attending to after-sale service are important duties of a DO-PLI. Though all DO s-PLI are having their own cell-phones, each DO-PLI has t spend more than Rs.100o/- per month from his pockets to contact their clients. All Marketing Executives, including SDIs, PRI (P) s, Care Taker, CO., etc., are allowed to reimburse their recharge coupons, the DO s-PLI who procure crores of PLI business and revenue to the Department are not allowed to reimburse their Cell-phone recharge coupons.
It was discussed in the meeting held during April 2009 with the then Principal Chief PMG that an amount of Rs. 1000/+ (ST) would be allowed to be reimbursed every month.
This Union requests the Chief PMG to kindly order for reimbursement of recharge coupons to the value of Rs.1000/+ (ST) every month by the Development Officers-PLI to encourage the marketing and as well as their after-sale-services to the clients.

Sub: - Request for exclusive DEO for Data Entry to DO s-PLI –reg
.
It has been brought to notice of this Union that dispatch of Acceptance Letters and Policy Documents are delayed as the proposals procured by thE Development Officers-PLI are fed into the computer chronologically with other proposals procured by FOs/ ASPs/SDIs/ Direct Agents/ Postmen, As a result, the DO s-PLI are unable to dispatch or provide PD s along with Policy Numbers to units/organizations where they procure bulk business and ultimately affecting pay recovery.
This Union, therefore, requests the Chief PMG to kindly instruct for provision a Data Entry Operator exclusively to enter data of PLI proposals procured by the DO s-PLI, so as that the PD s could be delivered to the insurants and AL s along with Policy Numbers to arrange for pay recovery, in time.

Sub: - CCS (RSA) Rules, 1993- Re verification of membership-reg.

It has been intimated that the Electrical staff of CO/RO would not be eligible to become members of AIPAOEU (Gr.C&D) as they belong to distinct category of Civil Wing.
This Union wishes to submit that the pay and allowances of the Electrical staff are drawn from CO/RO/Divisions and not from the Civil Wing. They were initially appointed as Casual Mazdoors. They were conferred with TS Group-D and then as Regular Group-D (Workmen). After they come out successful in the examination and training they were assigned the work of electrical maintenance. The Seniority List of Electrical Maintenance Staff was also issued by the Competent Authority of Circle Office, neither by the Electrical/Civil Wing nor by their competent authorities.
As being the case, if the Circle Administration is provided with any Rulings that the Electrical staff appointed in accordance with the orders supra, are distinct categories, a copy of the Rulings may kindly be supplied to this Union for pursuing the matter further.
Hence, it is reiterated that the Electrical Maintenance staff in C ORO are eligible to become members of this Union and requests the Chief PMG kindly to issue suitable instructions to maintain status quo ante of the membership of the Electrical staff in Circle Office.

Sub: - Request for supply of Towel and soaps Electrical staff- reg.
One towel in every six months and soap for every month were supply to the electrical staff working in Circle Office as they have to handle fixtures, machines, etc. But all of a sudden the supply these items has been stopped.
This Union would request the Chief PMG kindly instruct to restore the supply of towel once in six month and soap for every month to all our Electrical staff, immediately.

It has been clearly stated in the O&M and Dte. Letter cited that to make the MACPS operational, the Cadre Controlling Authorities should constitute the Screening Committee within a month from the date of issue of the instructions to consider cases which are already due and maturing up to 31-03-2010, for grant of benefits under MACPS.
It is disheartening to bring it to the kind notice of the Chief PMG that the benefits of the earlier ACP Scheme (of August 1999) are yet to be granted to Electrical Staff of C.O.
In the above circumstances, this Union therefore, requests the Chief PMG kindly to issue suitable instructions to constitute the Screening Committee consisting of a Chairman and two members with flair to help officials and well versed with the Administrative Staff Rulings to ensure that the benefits of the MACPS are granted to all eligible officials, within the stipulated time.

Sub: - Consideration of CRs for granting MACP to C.O/R.O staff –reg

This Circle Union wishes to thank the Administration for constituting the Screening Committee to extend the benefit of MACPS.
The MACPS stipulates that the officials should have earned the benchmark ‘Good’ for their entailment to MACP. In this connection this Union wishes to draw the kind attention of the Chief PMG that many a times the official could not attain the required benchmark because of the indifference shown while writing ACRs or are not written with the required devotion and attention to details. The Screening Committee should not be guided merely by the overall grading, if any, that may be recorded in the ACR but should make its own assessment on the basis of the remarks/performance recorded in the individual column in the ACR, because, sometimes the overall grading in a CR may be inconsistent with the grading under various parameters or attributes.
This Union requests the Chief PMG that the Screening Committee should be realistic and objective in their assessment in order to avoid unnecessary grievances and depriving the due claims of the staff of C.O/R.O for MACP.

Sub: - Request to provide Air-conditioned facilities to Circle Office Building.-reg.

This Circle Union sincerely appreciates that the some of the Sections are modified with view to provide work-station facilities. To go along with the stream, the C.O/RO staff shall be embedded with the knowledge of modern technology with an infrastructure to compete with the private and MNC s.
To facilitate to our CO/RO staff it is requested that periodical trainings may kindly be arranged and the entire C.O/R.O offices may be provided with Air-conditioned facility as one of the steps towards modernization of our Dept. of Posts.
The Circle Office Building was constructed with a prospective plan to provide Air-conditioned facility to the entire building and it will NOT cost much to Department as most of the Sections/ Offices already have the structural changes required for provision of Air-conditioning.
This Union requests the Chief PMG to initiate necessary action to provide Air-conditioning to C.O Building and set an example to other Circles.

Sub: - Request for provision of hot water with Installation of Reverse Osmosis System - reg.

This Circle Union wishes to bring it to the kind notice of the Chief PMG that the staff of C.O. are provided with can-water which should be of ISI standard. No hot-water is supplied as the provision installed in Second Floor of Circle Office is not functioning for a long time. The Govt. of India has appealed all sections to ensure provision of pure drinking hot water to avoid possible out-break of Swine Flu (HINI).
This Union requests the Chief PMG kindly to ensure that pure drinking hot-water with an installation Reverse Osmosis System (ROS) in the Second Floor to cater to the needs of CO/CCR staff as the rainy and winter seasons are fast approaching.

Our Circle Union sincerely appreciates and very much thankful to the Chief PMG for the immediate action taken to install RO Water Purifier in the 2nd Floor, Circle Office.
We would request you, Sir, to kindly issue suitable instructions to the Officers concerned for its security, proper usage and maintenance for a longer period.
We expect the same gesture and installation of R.O Water Purifier in the 1st and 3rd Floors also to cater to the needs of the C.O /CCR staff.

Sub: - Management of MSE s in C.O - unnecessary interference by Senior Care Taker –reg

In the Bi-Monthly Meeting of DPS (HQ) with this Union held on 06-02- 2009 it was demanded that the management of the erstwhile Group-D staff to be entrusted to HSG-I or HSG-II Supervisory level officials. It was replied that the OS (CO) has been instructed to take care of the Group-D staff and not by Senior Care -Taker.
The orders of the DPS (HQ) are neither complied with by the OS nor the Senior Care Taker. Instances of misuse of office by the Senior Care Taker have been brought to notice of this Union that he is giving orders and instructions to the MSE s in C.O assuming the powers of Officers. Apparently MSE s posted in a particular Section are frequently disturbed according to his whims and fancies. He may be asked to restrain his activities.
This Union requests the Administration to instruct the OS (CO), the competent authority, to strictly adhere to the orders of DPS (HQ) and not to allow the Senior Care Taker to interfere in the management of MSE s, in future.

It is learnt that the recovery as per the revised instructions are not implemented in some our Branches, Divisions, etc., including Circle Office.

Sub: - Request for provision of Clerical Assistance in Sports Cell –reg

The Directorate time and again has reiterated that at least one clerical staff from the existing strength may be provided in the Sports Cell to maintain all records and files concerning sports.
One official working in Sports Cell was transferred to Building Section vide C.O.Memo.No.STC/21-20/06 Pt dated 14-09-2009 but no one has been substituted in his place.
The Joint Secretary, TNC Sports Board find it very difficult to manage the events as well as attending to clerical work and maintenance of records.
This Union requests the Chief PMG to kindly order for immediate provision of Clerical Assistance in TNC Sports Board,
