அனைவருக்கும் இனிய புத்தாண்டு- பொங்கல் நல்வாழ்த்துகள்! அஞ்சல் துறையில் பல மாற்றங்கள் புதியன புகுதல் என்ற முறையில் நுழைந்துள்ளன. அதிகார வர்க்கத்தால் ஆரம்பிக்கப்பட்ட பல திட்டங்கள் அறிமுக நிலையிலேயே காணமல் போய்விட்டாலும் அல்லது பலத்த நட்டத்திலே நடந்தாலும் அஞ்சல் ஊழியர்களின் நலனில் கொஞ்சமும் அக்கறை இல்லாத நிலையும், அவர்களை கசக்கிப்பிழியும் எஜமானத்துவம் என்றும் குறையப்போவதில்லை.
நிர்வகப்பிரிவில் காலியாகவுள்ள பணியிடங்களை நிரப்பவேண்டும் என்று பல முறை நமது சங்கம் கோரிக்கை வைத்தும் நான்கு மாதக்கூட்டத்தில் விவாதித்தும் - அதையெல்லாம் கண்டுகொள்ளாத நிர்வாகம் - நிர்வாகப்பிரிவில் வேலைப்பளு அதிகரித்திருப்பதை ஏற்றுக்கொள்ளும் நிர்வாகம் கோட்டங்களில் பணியாற்றும் நூற்றுக்கணக்கான ஊழியர்களை வரவழைத்தும் பணிச்சுமை குறையாத நிலையில் - வெந்த புண்ணில் வேல் பாய்ச்சுவதுபோல் - கைரேகை வருகைப்பதிவு முறை.
அதிகாரவர்க்கத்தின் மனிதநேயமற்ற தன்மையால் அமைதியற்ற சூழ்நிலையில் மன இறுக்கத்தோடும் பணியாற்றி மரணம் அடைந்த நம் சங்கத் தோழர் குருமூர்த்தியின் நினைவு நம் நெஞ்சை விட்டு இன்னமும் நீங்காத நிலையில்- ஊழியர்கள் மன இறுக்கமின்றி அமைதியாகப் பணியாற்றும் சூழல் ஏற்படுத்தப்படும் - என்று வாக்குறுதி தந்த நிர்வாகம் , இன்று கைரேகை வருகைப்பதிவு முறையை அறிமுகப்படுத்துகிறது.
நேரத்திற்கு வருவதும் -போவதும் மட்டுமே ஓர் ஊழியரின் திறமைக்கு அளவுகோல் என நிர்வாகம் தீர்மானிக்கிறதா ?
கைரேகை வருகைப்பதிவு முறை அறிமுகப்படுத்தப்பட்டுள்ள பன்னாட்டு நிறுவனங்களில் பணியாற்றும் ஊழியர்கள் போதைக்கு ஆட்பட்டு , தூக்கம் இல்லாமல்- இளமையை இழந்து - நிம்மதி இல்லாமல் அலைவதை இந்த நிர்வாகம் கேள்விப்படவில்லையா ?
தமிழகம் என்ன -சோதனைச்சலையா?

வங்கி மூலம் சம்பள பட்டுவாடாவா? -தமிழகத்தில்தான் நிர்வாகபிரிவில் முதலில் அறிமுகம் !
இன்று -கைரேகை வருகைப்பதிவு முறையா?
-தமிழக நிர்வாகபிரிவில் தான் முதலில் அறிமுகம் !
ஏனென்றால், ஐந்துநாள் வேலைக்காக அதிகாரிகள் காலால் இடும் வேலையை தலையால் செய்யும் கொத்தடிமைத்தனம்! விடுமுறை நாளிலும் அலுவலகம் வந்து பணியாற்றும் அவலம்!

ஏனென்றால்-

1. RESTORATION OF TCA POST
Consequent on transfer of the official the TCA post is kept vacant and additional burden of work to the existing staff. The TCA post is to be restored for normal functioning and to avoid accumulation of work.

2. ISTALATION OF REVERSE OSMOSIS (RO) WATER PURIFIER SYSTEM
CCRO staff are provided with can-water which should be of ISI standard. Pure drinking hot-water with an installation Reverse Osmosis System (ROS) in the Third Floor to cater to the needs of CCRO staff as the rainy and winter seasons are fast approaching.

3. EQUITABLE DISTRIBUTION OF WORK AS PER THE NORMS
The staff working in CCRO are burdened with heavy work load as the work of vacant posts ae distributed among the existing RO staff. The work distribution may be assigned as the norms and O&M of the CO/RO.

INSTALATION OF BIO-METRIC SYSTEM IN CCRO-REG

DEAR COMRADES,
OUR MEMBERS WORKING IN CHENNAI CITY REGIONAL OFFICE HAVE BEEN DENIED ROTATIONAL TRANSFER TO CIRCLE OFFICE. ADDING SALT TO INJURY THE CCRO ADMINISTRATION IS INSTALLING BIO-MERIC SYSTEM MUCH AGAINST THE INTERESTS OF OUR MEMBERS AT THE COST OF EX-CHEQUER. OUR CIRCLE UNION STRONGLY OPPOSE TO IT AND HAS GIVEN A LETTER TO DROP THE PROPOSAL. THE COPY OF THE LETTER IS ENCLOSED FOR PERUSAL OF OUR MEMBERS.

Sub: - Installation of Bio-Metric System in CCRO-reg.
It is learnt that the Administration is contemplating to install Bio-Metric System in the CCRO to monitor the presence of the CCRO Staff.

The staff working in CCRO has already been under the impression that they are working in an island alienated from Circle Office as the assurance given by the PMsG at the time of formation of CCRO was flouted in the air by the administration that the staff working CCRO would be considered for RT every year along with CO staff. The staff in CCRO are working under great pressure due to increased work just like breathing under water and it has become the routine to leave the office very late after office-hours. It is disheartening to bring it to the kind notice of the PMG that instead of appreciating the extended work culture, the administration is installing Bio-Metric System to monitor their presence.

When the Government of India is issuing guidelines to economize and to be prudent in expenditure this Circle Union fails to understand what prompted the administration to install Bio-metric System at a huge cost.

This Circle Union, therefore, requests the PMG (CCR)
to kindly drop the proposal of installing the Bio-Metric System so that the CCRO staff may be allowed to work in a feel-free atmosphere and not under the surveillance system.

Enc: Resolutions
The Circle Working Committee and the Circle Conference discussed various issues in detail and passed the following resolutions unanimously.
Resolution No.1
The Circle Conference unanimously expressed hearty condolence to all those who have lost their life in the cause of improvement of humanity in general, working class in particular, throughout the world, India and Tamilnadu and all the former members of our Union, who expired from the date of last Circle Conference.
Resolution No.2
This Conference unanimously demands the Department to take action to fill up all the vacant posts of Section Supervisors, PACO s and Multi-skilled Employees in Circle and Regional offices since the workload has increased manifold.
Resolution No.3
The Circle Conference urges upon the Department to take action for direct recruitment of staff for Postal Training Centers instead of bringing deputation from Postal / RMS Units since this causes inconvenience both to PTC and operative side. In PTC, calling for volunteers take long time resulting in vacancy, affecting the regular work. In operative side also work is affected for want of staff.
Resolution No.4
The Circle Conference unanimously urges upon the Department for recruitment of sufficient Electrical / Civil staff / Technical Postal Assistance as the present staff suffers a lot and many offices require maintenance work.
Resolution No.5
The Circle Conference unanimously urges upon the Chief Postmaster General to ensure that any work to be transferred from Circle Office to Regional Offices should be done only with the specific approval of the Chief PMG since more and more work is casually transferred to Regional Offices by the individual Sections without providing staff resulting in heavy work in Regional Offices.
Resolution No.6
The Circle Conference unanimously urges upon the Chief Postmaster General to ensure that introduction of new statements by the individual Sections of Circle Office (from Regional Offices to Circle Office) should be done only with the specific approval of at least the DPS (H.Q s) since more and more statements are prescribed casually resulting in heavy work in Regional Offices. Similarly, sufficient time should be given to R.O s for giving replies since collection of information from the Divisional Units is the Herculean task as heavy shortage of staff position is prevailing in the Divisions / HPO s. Further, internet facility is not provided to all Sections of Regional Offices to the extent required and hence giving reply from R.O s to C.O by E-mail is not an easy task. In these circumstances suitable guidelines are required to be given to all the Section Officers in C.O.
Resolution No.7
The Circle Conference of All India Postal Administrative Offices Employees Union Group C & D held at Chennai on 10.09.09 unanimously urges upon the Federation and All India Union to take effective action to get exclusive staff for RPLI / Business Development / System Managers as no separate Posts have been sanctioned for these newly growing work taxing the exiting C.O / R.O staff.

Vanakam! During re verification of membership process Electrical staff in Circle Office has given their membership applications in favour our Union. But the Administration has not allowed being members of our Union on the pretext that they belong to distinct category as per the Dte. Letter No.13-1/93 dated 10-08-1994.
This Circle Union has substantiated with reasons in the letter dated 18-09-2009 (copy enclosed) but the administration struck to its stand. The Administration has not replied to the points raised in our letter categorically.
The decision of the Directorate appears to be not in order and can not use different yard stick to decide issues of similar cases.
Comrade, you may be aware that the Supervisory Association is permitted to enroll employees as their members irrespective of their category in Postal RMS, Administration, Accounts, etc., on the pretext that the bye-laws of their Association allows them to be members. The same principle and practice should be adapted to our Union also as our bye-laws allows Electrical staff working in C.O/R.O/Administrative offices to be members of AIPAOEU (Gr.C&D). It may also be mentioned here that the Electrical staff are allowed membership in Postal / RMS/Accounts etc.
I would request Com. General Secretary to take up the issue with Directorate on priority basis as the fundamental rights of Electrical staff in CO/RO/Admn. Offices are denied.
I look forward an early action is taken to ensure augmentation of membership, in the month of April 2010.

It has been intimated that the Electrical staff of CO/RO would not be eligible to become members of AIPAOEU (Gr.C&D) as they belong to distinct category of Civil Wing.
This Union wishes to submit that the pay and allowances of the Electrical staff are drawn from CO/RO/Divisions and not from the Civil Wing. They were initially appointed as Casual Mazdoors. They were conferred with TS Group-D and then as Regular Group-D (Workmen). After they come out successful in the examination and training they were assigned the work of electrical maintenance. The Seniority List of Electrical Maintenance Staff was also issued by the Competent Authority of Circle Office, neither by the Electrical/Civil Wing nor by their competent authorities.
As being the case, if the Circle Administration is provided with any Rulings that the Electrical staff appointed in accordance with the orders supra, are distinct categories, a copy of the Rulings may kindly be supplied to this Union for pursuing the matter further.
Hence, it is reiterated that the Electrical Maintenance staff in C ORO are eligible to become members of this Union and requests the Chief PMG kindly to issue suitable instructions to maintain status quo ante of the membership of the Electrical staff in Circle Office.
An early order is earnestly requested.

Sub: - Holding of the next ALL INDIA CONFERENCE in Tamilnadu Circle-reg.
I am enclosing a copy of the Resolution passed in the Central Working Committee Meeting held on 13-11-2009 for your perusal and further necessary action by the CHQ.
Tamilnadu Circle is very happy to host the next AIC at Kanyakumari form 09th February 2010 to 11th February 2010, after a long period of 20 years. The venue of the Conference has been fixed and the AIC will be held at Vivekananda Kendra at Vivekanandapuram, Kanyakumari,Tamilnadu.

RESOLUTION No.1
The Circle Working Committee of the AIPAOEU (Gr.C&D) Tamilnadu Circle Branch held on 13-11-2009 has unanimously resolved to hold the next All India AIPAOEU (Gr.C&D) Conference at Kanyakumari, Tamilnadu from 09th February-2010 to 11the February-2010. It is privilege offered to Tamilnadu Circle a long gap of about 20 years. This Circle Union has substantiated with reasons in the letter dated 18-09-2009 (copy enclosed) but the administration struck to its stand. The Administration has not replied to the points raised in our letter categorically.
The decision of the Directorate appears to be not in order and can not use different yard stick to decide issues of similar cases.
Comrade, you may be aware that the Supervisory Association is permitted to enroll employees as their members irrespective of their category in Postal RMS, Administration, Accounts, etc., on the pretext that the bye-laws of their Association allows them to be members. The same principle and practice should be adapted to our Union also as our bye-laws allows Electrical staff working in C.O/R.O/Administrative offices to be members of AIPAOEU (Gr.C&D). It may also be mentioned here that the Electrical staff are allowed membership in Postal / RMS/Accounts etc.
I would request Com. General Secretary to take up the issue with Directorate on priority basis as the fundamental rights of Electrical staff in CO/RO/Admn. Offices are denied.
I look forward an early action is taken to ensure augmentation of membership, in the month of April 2010.

It has been brought to notice of this Union that PLI Proposals submitted for Data entry for issue of Policy Documents (PD s) and Acceptance Letters (AL s) are badly delayed due to receipts of more than 800 proposals every day. Because of this delay the Development Officers –PLI who procure bulk business from major units are not in position to send the AL s in time for effecting pay recovery, etc.
It is learnt that the Department is contemplating to out-source data entry of PLI Proposals. In this connection, this Union wishes to suggest that that a separate mode may be provide to DO s-PLI with a password to enter the Data of the PLI proposals after proper scrutiny by the Section Supervisors. Such a facility with limited accessibility along with an exclusive DEO for DO s-PLI certainly reduces the burden of out sourcing and as well as to avoid delay in issue of AL s and PD s.
This Union requests the Chief PMG to kindly consider it favourably taking into cognizance that PLI proposals receipts will be very heavy in the ensuring months when the PLI procurements will reach its zenith.

Sub: - Request for Centralizing DOs-PLI Headquarters at Circle Office-reg.

The Development Officers-PLI are headquartered at Divisions with clear demarcation of jurisdiction for procurement PLI Business. Now all the DOs-PLI are permitted to procure PLI business in the entire area of Tamilnadu Circle through out the year.
It has been brought to notice of this Union that much difficulty is experienced in Divisions by the DO s-PLI while they visit only to receive their salaries and other payments. Now-a- day, the salaries are also credited into their Bank Accounts.
As such the Headquarters of the DO s-PLI may kindly be centralized at Circle Office for the following reasons:
The performances of the DOs-PLI are reviewed, monitored and scrutinized by the DDM (PLI) every month and they have to receive orders/ directions from the Circle Administration only.
Their business activities are centered only at PLI Branch in C.O. and not in Divisions. After-sale-service, verification of claims, ensuring proper credit-postings of PSU s, etc. the presence of a DO–PLI in Circle Office is more vital than in a Division.
The movement s of the DO s-PLI could be best watched by verification of their Monthly Diaries, only by the DDM (PLI).
The Circle Administration has also accepted this proposal in the DO's-PLI meeting held on 05-07-2006.
This Union therefore requests the Chief PMG to kindly restore the HQs of the DOs-PLI at Circle Office to maintain a good liaison and for better after-sale-service to the PLI clientele.

Sub: - Request for reimbursement of Cell-phone recharge coupons –reg

Tamilnadu Circle achieves the huge PLI targets fixed by the Directorate by the involvement and extensive marketing strategy of the Development Officers-PLI. Close liaison with their clients and attending to after-sale service are important duties of a DO-PLI. Though all DO s-PLI are having their own cell-phones, each DO-PLI has t spend more than Rs.100o/- per month from his pockets to contact their clients. All Marketing Executives, including SDIs, PRI (P) s, Care Taker, CO., etc., are allowed to reimburse their recharge coupons, the DO s-PLI who procure crores of PLI business and revenue to the Department are not allowed to reimburse their Cell-phone recharge coupons.
It was discussed in the meeting held during April 2009 with the then Principal Chief PMG that an amount of Rs. 1000/+ (ST) would be allowed to be reimbursed every month.
This Union requests the Chief PMG to kindly order for reimbursement of recharge coupons to the value of Rs.1000/+ (ST) every month by the Development Officers-PLI to encourage the marketing and as well as their after-sale-services to the clients.

It has been brought to notice of this Union that dispatch of Acceptance Letters and Policy Documents are delayed as the proposals procured by thE Development Officers-PLI are fed into the computer chronologically with other proposals procured by FOs/ ASPs/SDIs/ Direct Agents/ Postmen, As a result, the DO s-PLI are unable to dispatch or provide PD s along with Policy Numbers to units/organizations where they procure bulk business and ultimately affecting pay recovery.
This Union, therefore, requests the Chief PMG to kindly instruct for provision a Data Entry Operator exclusively to enter data of PLI proposals procured by the DO s-PLI, so as that the PD s could be delivered to the insurants and AL s along with Policy Numbers to arrange for pay recovery, in time.

It has been intimated that the Electrical staff of CO/RO would not be eligible to become members of AIPAOEU (Gr.C&D) as they belong to distinct category of Civil Wing.
This Union wishes to submit that the pay and allowances of the Electrical staff are drawn from CO/RO/Divisions and not from the Civil Wing. They were initially appointed as Casual Mazdoors. They were conferred with TS Group-D and then as Regular Group-D (Workmen). After they come out successful in the examination and training they were assigned the work of electrical maintenance. The Seniority List of Electrical Maintenance Staff was also issued by the Competent Authority of Circle Office, neither by the Electrical/Civil Wing nor by their competent authorities.
As being the case, if the Circle Administration is provided with any Rulings that the Electrical staff appointed in accordance with the orders supra, are distinct categories, a copy of the Rulings may kindly be supplied to this Union for pursuing the matter further.
Hence, it is reiterated that the Electrical Maintenance staff in C ORO are eligible to become members of this Union and requests the Chief PMG kindly to issue suitable instructions to maintain status quo ante of the membership of the Electrical staff in Circle Office.

It is disheartening to bring it to the kind notice of the Chief PMG that the benefits of the earlier ACP Scheme (of August 1999) are yet to be granted to Electrical Staff of C.O.
In the above circumstances, this Union therefore, requests the Chief PMG kindly to issue suitable instructions to constitute the Screening Committee consisting of a Chairman and two members with flair to help officials and well versed with the Administrative Staff Rulings to ensure that the benefits of the MACPS are granted to all eligible officials, within the stipulated time.

This Circle Union wishes to thank the Administration for constituting the Screening Committee to extend the benefit of MACPS.
The MACPS stipulates that the officials should have earned the benchmark ‘Good’ for their entailment to MACP. In this connection this Union wishes to draw the kind attention of the Chief PMG that many a times the official could not attain the required benchmark because of the indifference shown while writing ACRs or are not written with the required devotion and attention to details. The Screening Committee should not be guided merely by the overall grading, if any, that may be recorded in the ACR but should make its own assessment on the basis of the remarks/performance recorded in the individual column in the ACR, because, sometimes the overall grading in a CR may be inconsistent with the grading under various parameters or attributes.
This Union requests the Chief PMG that the Screening Committee should be realistic and objective in their assessment in order to avoid unnecessary grievances and depriving the due claims of the staff of C.O/R.O for MACP.

This Circle Union sincerely appreciates that the some of the Sections are modified with view to provide work-station facilities. To go along with the stream, the C.O/RO staff shall be embedded with the knowledge of modern technology with an infrastructure to compete with the private and MNC s.
To facilitate to our CO/RO staff it is requested that periodical trainings may kindly be arranged and the entire C.O/R.O offices may be provided with Air-conditioned facility as one of the steps towards modernization of our Dept. of Posts.
The Circle Office Building was constructed with a prospective plan to provide Air-conditioned facility to the entire building and it will NOT cost much to Department as most of the Sections/ Offices already have the structural changes required for provision of Air-conditioning.
This Union requests the Chief PMG to initiate necessary action to provide Air-conditioning to C.O Building and set an example to other Circles.

No hot-water is supplied as the provision installed in Second Floor of Circle Office is not functioning for a long time. The Govt. of India has appealed all sections to ensure provision of pure drinking hot water to avoid possible out-break of Swine Flu (HINI).
This Union requests the Chief PMG kindly to ensure that pure drinking hot-water with an installation Reverse Osmosis System (ROS) in the Second Floor to cater to the needs of CO/CCR staff as the rainy and winter seasons are fast approaching.

Sub: - Management of MSE s in C.O - unnecessary interference by Senior Care Taker –reg

In the Bi-Monthly Meeting of DPS (HQ) with this Union held on 06-02- 2009 it was demanded that the management of the erstwhile Group-D staff to be entrusted to HSG-I or HSG-II Supervisory level officials. It was replied that the OS (CO) has been instructed to take care of the Group-D staff and not by Senior Care -Taker.
The orders of the DPS (HQ) are neither complied with by the OS nor the Senior Care Taker. Instances of misuse of office by the Senior Care Taker have been brought to notice of this Union that he is giving orders and instructions to the MSE s in C.O assuming the powers of Officers. Apparently MSE s posted in a particular Section are frequently disturbed according to his whims and fancies. He may be asked to restrain his activities.
This Union requests the Administration to instruct the OS (CO), the competent authority, to strictly adhere to the orders of DPS (HQ) and not to allow the Senior Care Taker to interfere in the management of MSE s, in future.

This Circle Union wishes to bring it to the kind notice of the Chief PMG that the staff of C.O. are provided with can-water which should be of ISI standard. No hot-water is supplied as the provision installed in Second Floor of Circle Office is not functioning for a long time. The Govt. of India has appealed all sections to ensure provision of pure drinking hot water to avoid possible out-break of Swine Flu (HINI).

This Union requests the Chief PMG kindly to ensure that pure drinking hot-water with an installation Reverse Osmosis System (ROS) in the Second Floor to cater to the needs of CO/CCR staff as the rainy and winter seasons are fast approaching.

The Directorate time and again has reiterated that at least one clerical staff from the existing strength may be provided in the Sports Cell to maintain all records and files concerning sports.
One official working in Sports Cell was transferred to Building Section vide C.O.Memo.No.STC/21-20/06 Pt dated 14-09-2009 but no one has been substituted in his place.

The Joint Secretary, TNC Sports Board find it very difficult to manage the events as well as attending to clerical work and maintenance of records.

This Union requests the Chief PMG to kindly order for immediate provision of Clerical Assistance in TNC Sports Board,

It has been intimated that the Electrical staff of CO/RO would not be eligible to become members of AIPAOEU (Gr.C&D) as they belong to distinct category of Civil Wing.

This Union wishes to submit that the pay and allowances of the Electrical staff are drawn from CO/RO/Divisions and not from the Civil Wing. They were initially appointed as Casual Mazdoors. They were conferred with TS Group-D and then as Regular Group-D (Workmen). After they come out successful in the examination and training they were assigned the work of electrical maintenance. The Seniority List of Electrical Maintenance Staff was also issued by the Competent Authority of Circle Office, neither by the Electrical/Civil Wing nor by their competent authorities.

As being the case, if the Circle Administration is provided with any Rulings that the Electrical staff appointed in accordance with the orders supra, are distinct categories, a copy of the Rulings may kindly be supplied to this Union for pursuing the matter further.

Hence, it is reiterated that the Electrical Maintenance staff in C ORO are eligible to become members of this Union and requests the Chief PMG kindly to issue suitable instructions to maintain status quo ante of the membership of the Electrical staff in Circle Office.

Sub: - CCS (RSA) Rules 1993 – re-verification of membership of Service Unions – reg.

Vanakam! During re verification of membership process Electrical staff in Circle Office has given their membership applications in favour our Union. But the Administration has not allowed as to be members of our Union on the pretext that they belong to distinct category as per the Dte. Letter No.13-1/93 dated 10-08-1994.

This Circle Union has substantiated with reasons in the letter dated 18-09-2009 (copy enclosed) but the administration struck to its stand. The Administration has not replied to the points raised in our letter categorically.

The decision of the Directorate appears to be not in order. Further, the Directorate can not use different yard stick to decide issues of similar cases.

Comrade, you may be aware that the Supervisory Association is permitted to enroll employees as their members irrespective of their category in Postal RMS, Administration, Accounts, etc., on the pretext that the bye-laws of their Association allows them to be members. The same principle and practice should be adapted to our Union also as our bye-laws allows Electrical staff working in C.O/R.O/Administrative offices to be members of AIPAOEU (Gr.C&D). It may also be mentioned here that the Electrical staff are allowed membership in Postal / RMS/Accounts etc.

I would request Com. General Secretary to take up the issue with Directorate on priority basis as the fundamental rights of Electrical staff in CO/RO/Admn. Offices are denied.

I look forward an early action is taken to ensure augmentation of membership, in the month of April 2010.

It has been clearly stated in the O&M and Dte. Letter cited that to make the MACPS operational, the Cadre Controlling Authorities should constitute the Screening Committee within a month from the date of issue of the instructions to consider cases which are already due and maturing up to 31-03-2010, for grant of benefits under MACPS.

It is disheartening to bring it to the kind notice of the Chief PMG that the benefits of the earlier ACP Scheme (of August 1999) are yet to be granted to Electrical Staff of C.O.

In the above circumstances, this Union therefore, requests the Chief PMG kindly to issue suitable instructions to constitute the Screening Committee consisting of a Chairman and two members with flair to help officials and well versed with the Administrative Staff Rulings to ensure that the benefits of the MACPS are granted to all eligible officials, within the stipulated time.

MACPS-CONSIDERATION OF CRs-REG.

This Circle Union wishes to thank the Administration for constituting the Screening Committee to extend the benefit of MACPS.

The MACPS stipulates that the officials should have earned the benchmark ‘Good’ for their entailment to MACP. In this connection this Union wishes to draw the kind attention of the Chief PMG that many a times the official could not attain the required benchmark because of the indifference shown while writing ACRs or are not written with the required devotion and attention to details. The Screening Committee should not be guided merely by the overall grading, if any, that may be recorded in the ACR but should make its own assessment on the basis of the remarks/performance recorded in the individual column in the ACR, because, sometimes the overall grading in a CR may be inconsistent with the grading under various parameters or attributes.

This Union requests the Chief PMG that the Screening Committee should be realistic and objective in their assessment in order to avoid unnecessary grievances and depriving the due claims of the staff of C.O/R.O for MACP.
